Problemas con el Archivo config.php (Vbulletin V4.06)

Hola Amigos,

Acabo de adquirir la licencia de vBulletin 4.06
Estoy siguiendo todos los pasos de instalacion y me encuentro con el problema d ela base de datos.

El error que me dice en el paso 2 es el siguiente:

Step 2) Connect to the database

Attempting to attach to database

Error description:

The database has failed to connect because you do not have permission to connect to the server. Please confirm the values entered in the 'includes/config.php' file.

El Archivo config.php tiene la siguiente info:
